Spotted this figurine the other day and was impressed with the colors! I'm not familiar with the character but thought I should still share it because of its design.
This figure can be reserved at Hobby Search. Retail cost is 5,040 Yen.
Update - After a little digging, this character, Kobato, is from a Manga series Kobato [こばと。]. The little dog is her companion Ioryogi. Reading further, it appears an anime series is planned for fall this year.
